Between 2018 and , Home Office started a participatory data governance process exploring the governance of data related to law enforcement data and biometrics.

The process involved civil society organisations and regulatory and oversight body participants (Her Majesty’s Inspectorate of Constabulary Fire and Rescue Services - HMICFRS; The Information Commissioner's Office - ICO; the Biometrics Commissioner; College of Policing). and informed decision making concerning the sharing, regulation of use, use, and re-use of data by law enforcement.

The process adopted both individual and collective data governance lenses and involved the following components:
